The Marine Products Export Development Authority   Foreword Prior to 1991, the Indian economy followed the precepts of import substitution and was not geared to be a major player in global markets. Subsequently a process of economic reforms began which exposed India to global competition both in its external and internal markets. The New Economic Policy of 1991 has resulted in higher rates of growth than experienced earlier, and also in bigger challenges than those experienced hitherto. The UNCTAD-Government of India- DFID Project titled ‘Strategies and Preparedness for Trade and Globalisation in India’ is a unique endeavour to gauge and strengthen the level of preparedness of the Indian economy to the challenges and opportunities that the process of globalisation has thrown forth, and seeks to strengthen the link between trade and development by bringing the most marginalized onto the radar screen of the process of globalisation. THE SEAFOOD EXPORTERS ASSOCIATION OF INDIA   Seafood Exporters Association of India (SEAI) was incorporated with the main objective to protect and promote the interest of the companies engaged in the seafood business and to develop the international trade of seafood from India.SEAI has its corporate base in Cochin in Kerala and eight regional offices in Kerala, Tamil Nadu, Karnataka, Gujarat, orissa, West Bengal, Maharashtra and Andhra Pradesh. The Seafood Export Industry in India is over 50 years old and was initiated when the first shipment of frozen shrimp was sent from the port of Cochin in 1953 by Mr.Madhavan Nair owner of Cochin Company.Initially, canned shrimp exports were mainly focussed and then due to non-availability of suitable cans in the country, the industry was shortly compelled to move to exports of frozen shrimp. The export of other varities of Fish, Squid, Cuttlefish, Octopus, Crabs, Clams and Mussels started later in the late 1960's. The Indian Seafood Industry today is on a totally different footing as to what existed in the late sixties.India has taken a major stand in the Global Seafood Market and our seafood is one of the biggest foreign exchange earners.Today we have world class seafood factories following quality control procedures meeting the most stringent of international standards.Though shrimp continues to dominate our export basket, the Indian Seafood Industry has diversified its product range and its markets.For many years, Japan was India's largest export market but in the last two years United States has emerged as India's leading export market.We export mainly basic raw material for reprocessing to Japan whereas our exports to the United States consists of value added products for direct use in the American Food Service Industry and for retail sale in the supermarkets. Our seafood exports now include crabs, lobsters and other kinds of fish. Our seafood exports have surged each year from the late sixties right up to the late nineties when we crossed our US$1.3 billion per annum in exports.We reached a peak export level of US$1.3 billion per annum in 2001 and subsequently the industry has stagnated due to recession and the after effects of Tsunami. This implausible export growth of the seafood sector with very little assistance from government is a tribute to the enterprise and resilence of the small Indian enterpreneur.The Indian Seafood Industry is compromised mainly of small and medium size family concerns and large corporate companies have almost no presence here.Even those that ventured withdrew due to an inability to manage the environment and dynamics of tyhe industry.Very recently with the consolidation and systematization of the industry, large corporate companies have begun to invest in the Indian Seafood Industry. The booming market of India's seafood sustains and support the entire fisheries sector of the annual 25,000 crore Indian Fisheries sector of which 7000 crore is exported.It is the value realized from exports that gives our fishing communities a sustainable steady income.What needs to be noted is that of the 7000 crores exports, more than 50% is for shrimp aquaculture.Today the Ministry of Commerce and the Marine Product Development Authority work very closely with the industry for the growth of India's seafood exports. Central Excise & Customs   or the purpose of Customs clearance of arriving passengers, a two channel system has been adopted (i) Green Channel for passengers not having any dutiable goods. (ii) Red Channel for passengers having dutiable goods. However, (i) All the passengers shall ensure to file correct declaration of their baggage. (ii) Green channel passengers must deposit the customs portion of the disembarkation card to the custom official at the gate before leaving the terminal. (iii) Declaration of foreign exchange/currency has be made before the custom officers in the following cases : (a) where the value of foreign currency notes exceed US $ 5000 or equivalent (b) where the aggregate value of foreign exchange including currency exceeds US $ 10,000 or equivalent - Passengers walking through the Green Channel with dutiable / prohibited goods are liable to prosecution/penalty and confiscation of goods. - Trafficking of Narcotics and Psychotropic substances is a serious offence and is punishable with imprisonment. Department of Survey and Land Records   Training As part of the state training policy, Survey and Land Records department is being conducted training to the entire staff of Survey and Land Records with the coordination of IMG. The Training scheduled is appended Training to officers of Revenue Department: here are three training centers to train the officers of revenue department. The training centers are located at Thiruvananthapuram, Thrissur and Kozhikode for Chain Survey and Higher survey. The chain survey course of Revenue officers is one month duration and Higher survey training of two months duration. The training classes are conducted by Head Surveyor assisted by First Grade Surveyor. State Election Commission   State Election Commission, Kerala came into existence on 3rd December 1993 as envisaged in Article 243(k) of the Constitution of India. The superi ntendence, direction and control of preparation of voters list and conduct of election to the local self government Institution vest with the Commission. ------Kerala is the acknowledged leader in the country in empowerment of Panchayati Raj and Nagar Palika Institutions. In accordance with the letter and spirit of the 73rd and 74th amendments to the Indian Constitution, it has devolved substantial responsibilities to its local government along with the funds and functionaries required to discharge them. The hallmark of Kerala’s decentralization is participatory planning, by which people decide their own priorities locally which are then transformed into projects by the local governments and implemented by them. During the current year Rs.1375 crores, more than 1/4 th of the State Budget has been set apart as untied Plan Grant-in-aid to local governments for decentralized planning. -------Naturally, in such a context the State has strengthened independent institutions of which the State Election Commission is the best example. The State Election Commissioner has several unique powers, of which the salient ones are SEC chairs the Delimitation Commission which delimits local government constituencies. He has full powers to conduct local government elections including disciplinary powers over staff who are on election duty. SEC assigns reserved posts and constituencies SEC can disqualify candidates who do not submit election accounts. He has disqualify candidates found guilty of defection. DEPARTMENT OF CO-OPERATION   ICA General Assembly held on 23rd September, 1995 at New Century Hall Manchester, adopted the new Co-operative Principles recommended by the ICA Board of Directors and the ICA Congress after global study and review by committee headed by Prof. Lan Mcpherson from Canada. The Process started with a paper presented by lars Marcus, then President of the ICA, at the congress held in 1988 at Stockholm. Seven Ake Book, a co-operative specialist from Sweden was called upon to undertake a research in to co-operative values; and the principles in the context of modern global environment of co-operatives. He presented his report in 1992 ICA Congress in Tokiyo the General Assembly appointed a committee, headed by Prof. Lan Mcpherson review of the co-operative principles.
